 INTRODUCTION

Under an Build-Own-Operate ("BOO") project, a special purpose company/developer owns the completed power station and manages the contracts between it and the constructors, operations & maintenance ("O&M") contractor, power offtaker, fuel suppliers, thermal/steam host(s),etc.

For a Project as a stand-alone power plant, the information needs are relatively straightforward. If the Project is, in turn, dependent on another project development (as in co-generation), then substantial information may be required on that project and its sponsors in order to assess the underlying risks and the industry in which that project operates.

BOO projects hinge on the acceptable allocation and mitigation of risks between the various parties (Developer, Fuel Supplier, Power/Thermal Offtake, Constructor, Equipment Supplier, and even Government Agencies , if involved).
